Main problem is that Fedora tries be stable and up2date with upstreams. 
When you have long release cycle (like Red Hat Enterprise Linux) you 
have stable system but not up2date system. If you have Fedora 
development you have most up2date system but I can't remember when all 
things work as expected :) So we release stable Fedora and don't 
development there (like BIND maintenance release). After half year 
there's many new things in development tree so we release next Fedora.
