What would give the impression this was necessary in the first place?  
Does anyone think it's necessary to pre-create file2 before doing "cp 
file1 file2"?

Since no one anticipated this assumption, they had no way of knowing it 
would be a good idea to warn against it.

Do you have the DNS & BIND book?  It has a section on setting up a slave 
server, and you should only need to do what it says.  Since it doesn't 
say to create the zone files first, don't.
