rrset-order in 9.3

I'm not sure that my rrset-order is actually working in 9.4.

# named -v
BIND 9.4.1-P1

# cat named.conf | grep rrset
rrset-order { name "sub.domain.com" order fixed; };

# cat sub.domain.com | grep A | head -3 | tail -2
as A 10.1.157.3
 A 10.1.158.3

However, doing 'nslookup as.sub.domain.com' still is random.
Am I doing something wrong?  Does anyone use rrset-order?
