help with DNS cache

Hello members, 

Currently I run BIND 9.3.2-P2 as DNS Cache.
The things I want to do is that,this DNS Cache would get the datas from 
specified top-level DNS.For example,I want to the Cache get the name-datas 
from the name server of "213.165.64.1".Please help tell me how to config 
it.Thanks.
