where is named.root.hints file?

Commonly on a Fedora system, the hints file is in /var/named/named.ca 
file.

That looks correct to me.

That error looks like you are using named.root.hints as your named 
configuration (instead of or included by named.conf). The hints file is a 
zone file not a named configuration.

For now, just get rid of hints. As your BIND has a built-in default list 
of root server hints (for IN class).
