See Chris Buxton's excellent advices about Unix and Internet servers.

Besides the basic Unix abilities, the reference paper book for DNS is:
DNS and BIND, Fifth Edition
By Paul Albitz, Cricket Liu
Fifth Edition May 2006
http://www.oreilly.com/catalog/dns5/
You can also learn online:
http://en.wikipedia.org/wiki/Domain_name_system
http://www.dns.net/dnsrd/
Also, since ERT is in charge of the TLD ".al", you may also consider
DNS training sessions for ccTLD, such as organized by ISOC
(http://ws.edu.isoc.org/workshops/) or (here comes the unsolicited ad)
AFNIC's International College
(http://www.afnic.fr/afnic/international/college).

You should first write down your requirments. Do you want:
* an authoritative name server, able to serve data to the whole world
for, say, ert.gov.al,
* or do you want a cahing recursive name server, allowing the users of
your local network to resolve www.afnic.fr or www.isoc.org?
