rrset-order in 9.3

[Scott Moseman]

We currently have it working under 9.3.0 with a combination of
rrset-order and sortlist.  Does this mean that that rrset-order should
work, without the sortlist mess, if we upgrade to a 9.4.x version?  I
could do without managing sortlists.
