Hello,
Does your DNS server has to answer queries or is it authoritative for 
domains?
or is it a plain dns service for your company that does not have to be 
queried from out side?

if you are authoritative for a domain and ppl will query your dns server 
then you wil have to have a static public IP address, not necessary to have 
new one if you already do have one and a static NAT is there, and allow 
tcp/udp port 53 access to it from the internet
if you are not authoritative or your DNS doesn't need to be queried from the 
outside then you don't need to map a public IP for your machine
