minor issues w/ 9.3.3rc2, 9.4.0b2

Dear list,

had to notice that the 2 or 3 little problems I've already reported about in

are still evident in 9.3.3rc2 as well as in 9.4.0b2:

- on Windows, dig denies to use system-wide/default DNS servers
  (workaround: having an empty resolv.conf present in
    %systemroot%\system32\drivers\etc)

- the valuable README file known from earlier releases is still missing

- and finally, it would be nice if a little index.html file will be added to
   the distro (to embrace all documentation into one tiny page)
