Root server cannot be a forwarder?

I don't think there is even one root name server which runs Microsoft
Windows. Are you sure that you really mean "root server" and not
"authoritative server"?

(And, in the latter case, yes, a BIND authoritative name server can do
recursion as well and so can be a forwarder.)
