PowerDNS can do this, using the GeoIP backend. This is used by the
Wikipedia, for example.

It is not very well documented, in the PowerDNS source you'll find a
directory modules/geobackend which contains a README.

GeoIP is enabled by default in PowerDNS.

Note that PowerDNS is not BIND though.
