Fixing the order in which multiple records of the same type are returned

We recently upgraded from BIND 8 to 9 (9.3.1) and are finding that the 
cyclic nature of responses is something we do not require and would like 
to prevent from happening.  Knowing that the fixed order option for 
rrset-order is not implemented in BIND 9, is there any other way to make 
sure records are always returned in the same order?
