Query regarding implementation of RFC 2915 ( DNS NAPTR RR)

Hi,
     I had a query regarding implementation of RFC 2915 ( DNS NAPTR
RR). In this, how is the Regular expression part handled? Do I have
towrite my own engine to process the regex to see if it matches the
string or is this handled by the DNS Server ( I doubt it ) or are there
any tools for the purpose?

I would be grateful for any help in this regard.
