caching server using forwarders

I have a customer reporting intermittent resolution of Internet domains (like
yahoo.com) with a caching DNS server that has 4 forwarders configured.

Obviously, his server is at the mercy of the forwarders, but if one of the
forwarders is bad and doesn't respond, how long before BIND will move on to the
next forwarder?  From Crickets cookbook, it's 60s but it's not clear if using
"forward only" makes it timeout quicker than 60s and move to the next forwarder.
