load balancing again

Hello,

when I have something like

a3-roundrobin   IN      A       192.168.30.200
                 IN      A       192.168.30.206
                 IN      A       192.168.30.206
                 IN      A       192.168.30.206

and default rrset-order, I was expecting responses that are balanced 
1:3, but they aren't. What should I do to achieve this? Is it even possible?
