bind 9.3.2 dig win32 broken?

Looks like there were a number of changes in 9.3.2 in the code for dig,
etc. based on what I see in the CHANGES file. I don't know what changed
but it certainly looks broken. I hadn't noticed as I always run BIND 9
on the laptop.

If I get a chance I will look into it.
