bind problem.

Hi,
I am facing a problem with named. I am running bind v9.3.1.
 bind is listening on both UDP & TCP ports. but queries are failing with the
following error.

;; connection timed out; no servers could be reached

 I could successfully query the nameserver using TCP connection i.e. host -T
<name>. No errors were logged.
 When running named in debug mode I could see its not receiving any requests
on UDP port.
 I tried with bind v9.2.4 the same problem appears.
 Any suggestions?
