The primary is not authoritative for the domain (check the 'aa' flag
in dig's output) so the secondary refuses (rightly so, IMHO) to
transfer from it.

Now, "why the primary is not authoritative?" is a question to ask to
the guy or gal who manages it. There are many possible reasons, most
of them written in the primary's log file.
