If you are trying to build BIND 9 on Windows with VC++ 6.0
it's in the Platform SDK. ISC makes the binary kit for Windows
available on it's Website if you prefer to get it already built.

You actually need more than that one file:
iphlpapi.h
iptypes.h
ipexport.h
iphlpapi.lib

are the files you need.
