Since ISC maintains both BIND 8 and BIND 9, it would have been highly
unusual if they didn't ensure that they interoperated with the AXFR
protocol. It would have also been a major impediment to moving people
to BIND 9 from BIND 8. Luckily as Mark pointed out it works just fine.
The discussion in the FAQ refers to non-BIND implementations, especially
MS's DNS implementation.
