Listen on IPv6, but do not source queries over IPv6?

I've got a situation wherein I need to have a resolving/caching server 
(BIND 9.3.0) listen on IPv6 (as well as IPv4), but not initiate 
queries over IPv6.  I.e. I need my dual-stack servers to stop trying 
to query the v6-enabled root/tld servers over IPv6, but I still need 
IPv6 transport internally.

Is there any way to do this besides a blackhole list matching all but 
my internal v6 space?
