Bind 9 is slow?

I've seen something similar on hosts which didn't have IPv6 set up
properly. "Properly" often just means not having an IPv6 default route, so
that any attempts to do transport over IPv6 fail instantly and IPv4 is
used instead.
Performancewise, I'm seeing BIND 9 queries answered in hardly any time
even on my slowest machine, which is a VAXstation 4000/60:
