RR sorting is not cycling on 8.4.5

If I have 2 A records for a zone and fetch these using dig with the
default RR sorting of "cyclic" set, the A records seen in the dig
response are not always rotated (sometimes the order seen in 2
consecutive calls is the same).  If, however, I set the RR sorting to
"fixed" then that works as expected.

Is this a cycling bug?  I tested this with 8.4.5.
