libbind9 in BIND 9.3

Forgot about the header files, silly me. Thanks.

Talking about header files, in 9.2.3 libisccc didn't have any comments 
in the most important headers (sexpr.h, cc.h, alist.h), and this doesn't 
seem to have changed in 9.3.0; I use libisccc in an application and 
could sure use some documentation, just to verify some of my 
assumptions. Any plans on fixing that?
