I've seen HW routers claiming this can be done (e.g., Radware Linkproof, 
ZyWALL35, Xincom). I'm discussing this at 
http://www.dslreports.com/forum/remark,12739889~mode=flat, folks their 
explained how DynDNS can work without BGP.
