How to enable DNS to resolve all domains to LOCAL IP

Is there any way to configure a webserver/ DNS server such that it
resolves all domains to the local ip address.
Request: resolve anydomain.in
Response: the server resposne should be its own ip.

Basically, I want to have a configuration whereby, if a nameserver
points to my DNS, then my webserver should resolve it to itself and
serve a default page.
