Now, that wouldn't be very scalable, would it? Do you imagine thousands 
of DNS administrators spending all day reloading their nameservers as 
changes are made to zones under their control?

There's obviously something else going on here. For example, what is the 
REFRESH setting of the zone(s) in question? Maybe NOTIFY is blocked for 
some reason, and you're not waiting the full REFRESH interval for the 
zone to be replicated "naturally"...
