Of course it is, why not? Your zone would be "21.172.in-addr.arpa." You 
would claim authority for reverse of all 172.21.0.0/16 space. That's 
fine; you won't break anything.

You need the root "." at the end of each PTR value: ".prv." in place of 
each ".prv".
