turn off refused-notify in 9.3.1

I'm getting a bunch of   "refused notify from non-master" on our servers.
In an attempt to turn this off, I defined

category notify { null; };

By I'm still getting them. I really don't want/need to see them. Is there

some other category (default) I have to null out?
