DNS ROOT understanding

Hi all,

I 'd like to know how do "Named"  query a root server (by the root.db list 
with the 13 root servers) when it s looking for an authoritative NS about a 
zone.

For instance, if the DNS CACHE server lost 7 root servers because of a 
backbone issue; how will be the behaviour of named about the 7 root servers 
down and the 6 root servers UP ?.

Is it a round robin ?
