BIND 9.3 and the number of masters

Real quick discovery...
This problem has been around since at least 9.3.0beta2. Named-checkconf
does not detect this as an error either.
Any help would be appreciated.

It appears that a bug may have been introduced with 9.3 where if the
number of masters for a slave or stub zone exceeds 16, the application
fails to start. The debug output is less than informative, but I do
know that if the number of masters drops from 17 to 16, it starts
working.
