Load balancing, setting up 2 IP addresses for the same website...

What you are looking for is a link loadbalancer.  There are three main 
players in that market from a commercial product perspective:

RadWare Linkproof
F5 LinkController
FatPipe

With all of them you will need control of your external DNS on name 
servers that you control.
