DNS update via dhcp and static entries

By default, the ISC DHCP server (you didn't mention which one) 
doesn't do DNS updates for statically defined clients. There are a 
number of reasons, some of them technical, for this, but it boils 
down to : if it's got a static address, just stick in the DNS records 
and be done with it.

That is something different. The multitude of DNS records created by 
AD are not put there by the DHCP server that gave it a lease, they 
are put there by the processes that manage the services the machine 
provides.
