No it isn't. It's broken. The clients are asking for a non-existent
name in a bogus top-level domain. That by definition cannot be a well
behaved DNS setup.

In your earlier message on this thread you even admitted these queries
result from "the broken search path mechanism in IPv6-aware GLIBC". [I
have no idea if what you said is true and care even less.] If that's
the case, broken DNS software is generating bogus queries. How anyone
could consider that to be a well behaved DNS setup is beyond my
understanding.
