failure with empty hints file on forward first

ahhh.  Then Mr Cricket is off in his book.  Not sure of the page number, but
he talked about "compiled" in hints for this last chance behavior.  I guess
this (your) way makes more sense as you probably don't want compiled hints
because my hints could be internal roots, etc.
