*Ip does it need DNS to find a machine on the internet?

May be. It is not a DNS question. I suggest to ask on another forum,
but do not forget to indicate the real IP address so that people could
try and tell you what's going on.

Routing is difficult but the DNS is not simple. Each has its own
challenges.
