Who is the "it" in this question?  I don't see an antecedent for it.

Is "it" your local resolver?  It should try all of them and accept the 
first response it gets back.

It will stop after it receives it's first response, whether that 
response is authoritative, non-authoritive, or NXDOMAIN.
