It means the owner of the domain apparently doesn't want any web traffic 
:-) Note that www.mexxxico.com is aliased to the (bogus) zone-apex name.

The MX records for the domain look _slightly_ more normal (but currently 
broken). Perhaps this is/was intended as a mail-only domain...
