RR behavior

I was mostly trying to understand my observations on the reordering - when 
there are only 2 records I can't get some DNS servers to reorder even once, 
even after 100 or so attempts. Those very same servers reorder almost every 
time if there are 3 records. (as I mentioned earlier, other servers reorder 
regardless if the number of records is 2 or 3, and even if the TTL is set to 
zero).

Len answered my question on whether the behavior can be controlled ("nope").
