There's nothing to configure -- TTLs come from the authoritative
servers, caching servers don't change them.

Why are you using the ISP's servers in the first place? Anyway, even
when forwarders if enabled, your server will cache results by itself; it
only queries the forwarders when the answer isn't already in its cache.
