Non-local DNS resolution question

In bind 8,9 it queries only for normal SOA record and than for NS 
records, it uses TCP to query for NS records, while UDP for SOA records, 
  but it doesn't do a zone transfer, in fact I am using it with 
tranfer-allowed { none; };
