Update release questions

We are currently running Bind 8.3 on Windows.  I'd like to upgrade to
a later release.

I took a look and it looks like the later releases don't have
Bindctrl....can you use the older version of this program on the new
releases?  Is there a reason why this was taken out of the build?

Is 8.4.5 the last version with Bindctrl?  Is there any disadvantages
of being at that release instead of a 9.x release?
