stub zones on root?

Yes, but it's inadvisable. A properly configured root server just
serves the root zone, nothing else. Read RFC2870: "Root Name Server
Operational Requirements".

It means just what it says. Don't use stub zones on BIND9 unless you
have compelling historical reasons for doing that.
