1) This is wrong: a resolver can use only TCP if it wishes.

2) What is your definition of "very"? A TLD like '.ro' (Romania) or
'.hk' (Hong-Kong) cannot even transfer its complete set of NS (I do
not mention the additional section, with the IP addresses) if the
query is at the maximum allowed size.
