Class B delegation issues.

The block is in a /14, which ARIN refused to break up for me per their 
policy.  Are you saying there's another method of breaking it up with the  
help of ARIN?  They've been rather stubborn, so I figured I'd learn how to delegate the 
class Bs myself.
