djbdns is not open source.  You can view and modify the source, sure, but
you are explicitly not allowed to distributed your altered version.  This
makes it unpackagable by Linux and BSD distributions that want to, say,
change its installation path or the name of its config files.

Don't mistake "source is available" for "is open source".  It's nowhere
close.
