Notice that the "flags:" section doesn't include "ra", which stands for 
Recursion Available.  So this server doesn't offer recursion, it can 
only answer for zones it's authoritative for.  For anything else, it 
returns the delegation information for the most specific containing zone 
that it knows about, which is usually the root zone.  So that's what you 
got.
