Forwarding question

I found the answer, its actually one I had gotten in the past from Mark 
Andrews:

	This configuration needs a hints zone.

	The only times when hints are not required are when named is a

	* root server.
	* global "forward only;" is enabled.

	Neither of these conditions are being met.
