dns issue

Can anyone take a look at A record for mail.goquest.com or 
www.goquest.com.. When i do a DNS test, the root servers are returning an 
incorrect (OLD) answer instead of referring to my dns server..
(this is 2wks into this so all should be updated by now)

The correct answer should be 64.217.178.7
nslookup outside our service is resolving to 12.18.108.8

When i do a DNS test form dnsstuff.com, it doesn't delegate the query to me 
but forcing the root servers to answer with 12.18.108.8
