Actually there is both a delete and a addition.

In general the delta style IXFR response is.

and <ADDITIONS> in
<NON SOA RECORDS TO BE ADDED>*

IXFR has a AXFR style answer mode.

The third type of respone is just
<CURRENT SOA>
when the query serial is >= current serial or you need to
move from UDP to TCP for space (or other reasons).
